जैसे ही निहित स्वार्थ सिद्धांत से टकराता है वैसे ही संगतता हाथ से निकल जाती है। नीति दो परस्पर विरोधी ध्रुवों पर अटक जाती है। पश्चिम के नीतिनिर्माता कुछ प्रकार की चिन्ता को प्राथमिकता देते हैं जैसे सुरक्षा हित ( बहरीन में स्थित अमेरिका की पाँचवी फ्लीट) व्यावसायिक हित ( सउदी अरब में तेल), भौगोलिक स्थिति ( यूरोप आधारित वायु सेवा के लिये लीबिया आदर्श क्षेत्र है) , पडोसी ( सीरिया में तुर्की की भूमिका) या फिर आपदा को परे रखना ( यमन में जैसी आशंका है) । ऐसे में यह आश्चर्य नहीं है कि नीतियाँ पूरी तरह गडबड हैं।
