| 3. | It's not Islam or some cultural factor that accounts for this difference; rather, it is the fact that ideological enemies in the Middle East have not yet been defeated. Democratization took place in Germany, Japan, and the Soviet Union after their populations had endured the totalitarian crucible. By 1945 and 1991, they recognized what disasters fascism and communism had brought them, and were primed to try a different path. That's not the case in the Middle East, where a totalitarian temptation remains powerfully in place. Muslims across the region - with the singular and important exception of Iran - are drawn to the Islamist program with its slogan that “Islam is the solution.” That was the case from Iran in 1979 to Algeria in 1992 to Turkey in 2002 to the Palestinian Authority this week. इस अन्तर के लिये इस्लाम या अन्य कोई सांस्क्रतिक तत्व उत्तरदायी नहीं है वरन् तथ्य यह है कि मध्यपूर्व के विचारधारागत शत्रु को परास्त नहीं किया जा सका हैं. जर्मनी, जापान और सोवियत संघ में लोकतन्त्रीकरण जब हुआ उससे पहले वहां की जनता अधिनायकवाद की बुराइयों को झेल चुकी थी . 1945 और 1991 में उन्हें पता चल चुका था कि फासिज्म और कम्युनिज्म से उन्हें किन समस्याओं का सामना करना पङा है और उसके बाद वे नये रास्तों के लिये प्रयासरत थे. मध्यपूर्व में ऐसी स्थिति नहीं है. यहां अधिनायकवादी प्रलोभन काफी शक्तिशाली है. एकमात्र और महत्वपूर्ण अपवाद ईरान को छोङकर इस क्षेत्र के समस्त मुस्लिम इस्लामवादियों के नारे ‘इस्लाम ही समाधान है' के साथ उनके कार्यक्रमों की ओर आकर्षित हो रहे हैं. 1979 में ईरान में यही हुआ. 1992 में अल्जीरिया में. 2002 में तुर्की में और अब इस सप्ताह फिलीस्तीनी अथारिटी में. इस परिपाटी का पश्चिम की सरकारों पर भी कुछ प्रभाव पङने वाला है. प्रक्रिया धीमी होगी .- यह देखते हुए कि मध्यपूर्व में लोकतंत्र की दिशा में अधीरता से बढने के कारण उल्टे परिणाम हो रहे हैं और खूंखार शत्रुओं को सत्ता में आने का मौका मिल रहा है . लंबी योजना की तैयारी होगी . लोकतंत्र का लक्ष्य कितना भी योग्य क्यों न हो लेकिन इसे पूरा होने में कई दशक लग जायेंगे. |
