| 7. | For one indication of this, note the original thinking of the Sudanese theologian Mahmud Muhammad Taha (1909-85). Taha built his interpretation on the conventional division of the Koran into two. The initial verses came down when Muhammad was a powerless prophet living in Mecca, and tend to be cosmological. Later verses came down when Muhammad was the ruler of Medina, and include many specific rulings. These commands eventually served as the basis for the Shari'a, or Islamic law.

इस प्रकार की तदर्थ रणनीति अक्षमता से कहीं अधिक गम्भीर तथ्य को प्रतिबिम्बित करती है और यह है एक ऐसे क्षेत्र को लेकर रचनात्मक योजना का अभाव जिसमें कि कुछ को छोड्कर( साइप्रस, इजरायल और ईरान) अधिकाँश रूप से जनता पश्चिम के प्रति शत्रुवत भाव रखती है। इस क्षेत्र में मित्रों की संख्या अत्यंत सीमित है और वे भी शक्तिहीन हैं और उनके नियंत्रण स्थापित करने की सम्भावना भी अत्यंत क्षीण है। इसलिये ऐसे क्षेत्र में लोकतन्त्र अंततः अमित्र सरकारों के साथ शत्रुवत सम्बंधों के रूप में सामने आता दिखता है।

| 9. | As Jeffrey White of the Washington Institute for Near East Policy notes, although a no-fly zone is what the opposition requests, it is just one of many options available to Washington. Others include, from least to most ambitious: providing opposition forces with intelligence, logistical support, communications hardware, and training, sending them weapons; helping defend liberated areas; rendering Libyan airfields inoperable; or actively fighting regime forces. Humanitarian, political, and economic reasons converge in Libya to overcome legitimate hesitations. Working with international authorization, the U.S. government should fulfill its accustomed role of leadership and help Libya's opposition. However risky that course, doing nothing is yet riskier.
