Solve : Help, Distorted Characters!?

I need help, my computer has distorted characters in it. It HAPPENS on the desktop and on webpages. I don't THINK it's a monitor problem because Windows was able to screen capture the problem. I found that it happens often on webpages, but it also happens on the desktop sometimes. Completely installing a fresh install of the computer, sometimes helps fix the issue temporarily but it occurs after a few days again. I have also tried changing the ClearType settings, but it doesn't help. Please help, I've included an attached screenshot of the problem, the problem is circled in red, thanks.

HP Pavilion p6537c Desktop PC
Windows 8 64bit Professional
AMD Phenom II X4-830 @ 2.8GHz
6 GB Memory
700 GB Storage using 3 Gb SATA
250 W PSU

I've already SUSPECTED the POWER supply and I've unplugged everything except the essentials (Mouse, Keyboard, and Monitor) and the problem still occurred. I've been meaning to replace the PSU but I haven't had the $$$ to do so, so any other ideas.Nope...
