So I spent the last 3 days trying to install the Windows 10 Anniversary Update and finally figured out the right combination to make it work.

Google brings up multiple Microsoft help topics and threads but there is no single solution so here is what I did that finally worked.

The errors:
Code: [Select]0xC1900101 - 0x20004
The installation FAILED in the SAFE_OS phase with an error during INSTALL_RECOVERY_ENVIRONMENT operation

The installation failed in the SAFE_OS phase with an error during INSTALL_DRIVERS operation

Note: This is actually a new operating system so BACKUP anything you don't want to lose just in case.

The fix if you are running Windows 10.

  • Download the Windows 10 Anniversary Update version 1607 ISO File from this page (scroll down a little).
  • Download USBDeview (scroll way down).
Next unplug all peripherals. HDMI, printer, USBs, etc. I have a laptop and the only thing I left PLUGGED in was the Logitech wireless receiver for the MOUSE and keyboard.
  • I found out the hard way that just unplugging the peripherals isn't enough even if you restart the computer with them unplugged.
Now open USBDeview then right click and select 'Uninstall Selected Device' for everything but your wireless mouse and/or keyboard if you have those.
  • Restart the computer.
Now open the Device Manager and disable everything under Network Adaptors.
  • Again I found out the hard way that just disabling the internet connection in the system tray or in the Network and Sharing Center isn't good enough. Use the Device Manager.
Now go to the Windows 10 Anniversary Update ISO file and double-click it and it will begin to run.
  • When it gets to the 'Get important updates' SCREEN select 'Not right now' (you don't have an internet connection) then click Next.
Follow the rest of the instructions and hopefully it will complete the update like mine did. It will take a while but after failing about 10 attempts I didn't mind waiting a while for it to actually finish.

What a nightmare...Agreed. While searching for a fix I noticed these errors have been happening since the Windows 7 to 8 upgrade. I want to BLAME MS but I'm putting it on the manufacturers. I have a HP Pavilion g7 that's 3 years old. It's a popular model but HP doesn't have it listed in the Anniversary update tests or are there any OEM updates for this model. Obviously they aren't testing "outdated" systems.
