PE is not defined only change in PE from one POSITION to the other is definedif you consider GROUND to be PE level 0 then the PE on the ground will be 0BUT you can take any POINT as PE level 0 so if you take say the point 10 metre above ground as PE level 0 then the PE on the ground will be mgh i.e. -10mg
