You can do Diploma in engineering from any college, as there are many colleges that provide Diploma after 10th. You firstly need to give an entrance exam, which is different for different states like for Andhra Pradesh it is Polytechnic Common Entrance Test Andhra Pradesh (Andhra Pradesh POLYCET). For Uttarakhand, it is Uttarakhand Polytechnic Entrance Exam (UBTER JEEP). Likewise, for every state different test is there you need to clear those entrance exams to get admission in good Diploma colleges.

Personal Suggestion: After class 10th, complete your class 12th, and then go for a Degree, because a Degree course is more flexible. Depth of knowledge imparted will be comparatively more than that in a Diploma. Pay scale at the time of employment is comparatively higher.
