Domicile means the address proof of where you or your parents belong, it is all to have an added preference, seats are reserved for a particular state student.

Domicile in NEET means that state governments have reserved a certain percentage of seats available in colleges for aspirants that particular state. States can reserve 85% seats for their students in government medical colleges and leave the 15% quota for students from across the country ranking high on the NEET merit list. There is no provision for any reservation in private medical colleges across the country in NEET rules.

The Domicile means "reside or be based". There is a specific percentage of seats which is reserved for those who belong to the same state the college is located. For example, if you are a domicile of Rajasthan and you have chosen a medical college of Rajasthan, then you can get the admission on the 75% of the seats which are reserved for the domicile candidates. For getting admission in colleges in different states, candidate have to score well because the number of seats for them are less in the colleges.
