I would go for HTML5 in combination with WebSockets. The WebSocket protocol is very efficient and can be used for your scenario. Depending on the size of your news messages, you can either send the content directly via WebSocket messages, or - which I personally would prefer - notify the page to fetch news content with Ajax and put that on the page. So you get realtime notifications with minimum overhead (that means, you don't have to check for new content periodically).

I want to go about creating a news website that posts local news. This website should have the auto refresh capability(The user should have the option to turn it off). Which is the best technology that I should use for building such a website? I am quite proficient in Html and Java.
